There is fresh hope for public WiFi hotspot operators across Uganda following the Uganda Communications Commission’s decision to suspend enforcement actions against hotspot businesses.
The latest development follows a meeting between UCC Executive Director George William Nyombi Thembo and members of the Alliance of Hotspot Operators Uganda on 16 July 2026.
During the engagement, the parties discussed the contribution of hotspot operators to affordable internet access, employment and digital inclusion, as well as the need to protect consumers and operate within Uganda’s communications laws.
UCC has now provided a grace period during which the Commission, hotspot operators and other stakeholders will work towards a more realistic and inclusive compliance framework.

UCC’s initial notice, issued on 7 July 2026 and published on 8 July 2026, warned that individuals and businesses providing unauthorised public WiFi services must regularise their operations or stop providing the services. UCC said unlicensed services could expose consumers to unreliable connectivity, privacy violations, cybersecurity threats and limited avenues for resolving complaints. following engagement with hotspot operators, UCC directed its enforcement teams to temporarily suspend enforcement actions.
The suspension gives operators and the regulator time to engage, study the sector and develop a more practical path towards compliance.
